  • chevron_rightAre Gas Grills Allowed?
    The use of gas or charcoal grills or any type of open flame cooking system is prohibited.  Storage of propane tanks on the premises is prohibited.
  • chevron_rightCan I store a grill on my balcony?
    No. Our insurance carrier prohibits the storage of any grill, charcoal, or propane tanks on any balcony or patio in Spyglass Hill.
  • chevron_rightAre Short Term Leases Allowed
    No.  The minimum lease term is one (1) year. This has been in effect since 1984. No unit owner shall be permitted to lease his unit for hotel or transient purposes, or for temporary lodgings of any period under one year.
     
    No unit owner shall be permitted to lease less than the entire unit. Every such lease shall be in writing and shall provide that the tenant be required to follow the Spyglass Hill Condominium II HOA Rules and Regulations.
  • chevron_rightIs there Guest or Visitor Parking
    Yes.   Guest or visitor parking is only permitted in spaces marked “Visitor”.  Visitor spaces are for short term guest parking, limited to (7) days, not resident overflow parking.
  • chevron_rightAre there any pet restrictions
    Spyglass Hill Association By-Laws specifically restrict owners and tenants to one (1) pet with a maximum weight (when grown) of 25 lbs or less.  Dogs, cats, fish, birds, and other household pets may be kept in units, subject to these restrictions and limitations. Note that other Pet Rules & Regulations also apply.

    Exceptions to the size restriction may be made on a case by case basis for Seeing Eye dogs, etc. Any exception must be requested in writing and approved by the Board in writing to be valid.
  • chevron_rightHow do I protect my plumbing from freezing?
    Turn on the taps
    When the weather is very cold outside, let the cold water drip from the faucet served by exposed pipes. Running water through the pipe - even at a trickle - helps prevent pipes from freezing.
     
    Open cabinets
    When freezing weather comes, leave the cabinet doors under your bathroom and kitchen sinks open. This will allow warmer air to circulate around the pipes, and prevent them from freezing.
     
    Drain your pipes
    If you're taking a trip in the winter, consider draining your pipes to prevent them from bursting. Shut off the main valve and then turn on all the taps (hot and cold) and let the water run until the pipes are emptied.
     
    Keep the heat on
    While it may not be the most cost-effective approach, keeping the heat on can help prevent pipes from bursting or freezing. Keeping the temperature set to at least 50° F on a regular basis should help keep your pipes warm.

  • chevron_rightAre window A/C units allowed?
    No.  Spyglass Hill Condominiums II will not allow window air condition units. 
  • chevron_rightIs high speed internet available?
    Yes.   Both Spectrum and AT&T provide a high speed internet service.  Check with your provider for additional information.
  • chevron_rightCan a satellite dish be installed in/on common areas?
    No, a satellite dish cannot be installed in common area without board permission.  In 1996, Congress passed the Telecommunications Act. Section 207 of the Act required the Federal Communications Commission (“FCC”) to adopt rules for the installation of satellite dishes in all community associations. The FCC’s rule does not require an association to allow the installation of a satellite dish on or in a common element, such as a walkway, hallway, community garden, common element exterior wall, or roof.  Board approval is still required to install a satellite dish in such areas.
  • chevron_rightHow do I start new water service?
    As a new water customer you are required to pay a deposit of $75.00 for residential water service. You will need to visit the city of Rockwall Utility Service and complete your application and pay the deposit to have your service started.

  • chevron_rightWhat are the duties of the Condominium Association/Board?
    The Condominium Association/Board has several duties and responsibilities.  They are responsible for the day-to-day operation of the complex, as well as long term planning.  The association is supposed to oversee what is happening in the complex, and make sure that owners adhere to the rules and regulations.
    For instance, the bylaws may prohibit items that may be stored or kept on a balcony or patio.  The condo association would be in charge of addressing issues that arise.
     
    A good Condo Association is fundamental to maintaining your condominium´s value.

  • chevron_rightWhat Is a Condo Special Assessment?
    Sometimes, your HOA will have to pay for something that isn't part of its usual budget. A special assessment, also known as a special levy, can fund a capital improvement, like a new roof or unexpected circumstances like an extreme winter with a lot of freeze damage. When a condo association special assessment occurs, the association can levy a fee on the individual condo unit owners. This can affect the value of a condo, and if a condo is being sold after an assessment has been announced, this must be disclosed to the buyer.
  • chevron_rightWhat is a Reserve Fund?
    The reserve fund is an account established by the condo association to anticipate extraordinary costs and major repairs of the common areas and common elements of a condominium complex, such as driveway resurfacing, roof replacement, new landscaping, etc.
  • chevron_rightWhat Does Condo Insurance Cover?
    In most cases, you will be covered under two insurance policies.
    1. Spyglass Hill HOA has a master insurance policy that covers damage to the exterior of your condo and damage to the property's common areas.
       
    2. You will also need an individual policy (called an HO-6 policy) that insures the interior of your condo from damage and insures your personal possessions.
Mailboxes
  • chevron_rightI found a key in my mainbox?
    If you have a key in your mailbox it's likely because you have a large item in the parcel lockers located next to the mailboxes.  The parcel locker is used for items that are too large for your individual box. The key in your mailbox is a parcel locker key. This key has a tag that indicates the parcel locker that contains your item. Insert the key into the correct parcel locker, and you will be able to retrieve your mail piece. The key will remain in the locker once you have inserted it.
     
  • chevron_rightWhat if my mailbox key has been lost, stolen, or broken?
    Each mailbox is considered a limited common element that belongs to each unit. In addition, it is the unit owner’s maintenance responsibility.  The unit owner is responsible for broken locks, lost keys, or replacement keys.
     
    Please speak with your Spyglass Hill property Manager, as they are responsible for purchasing and maintaining mailboxes.
     
    Note: There is a nominal fee required for replacement of locks and/or keys.
     
     
  • chevron_rightWho owns the mailboxes at Spyglass Hill Condominiums II?
    Spyglass Hill Condominiums II HOA owns and maintains the mailboxes located at the front entrance to our neighborhood.  These are private mailboxes and not owned or maintained by the USPS.
Parking Rules
  • chevron_rightParking Rules
    Vehicle Parking
     
    Overnight parking or storage of commercial vehicles is prohibited.  No inoperable motor vehicle or trailer of any kind may be disassembled, serviced or repaired on the Property in such a manner as to be visible from any point on adjacent property or the street.

    No vehicle shall be parked on any lawn, landscaped portion of the Common Areas, roadways or other portions of the Property which are not specifically designed and intended for the parking of vehicles.
     
    No disassembly or repair of motor vehicles shall be made in any roadway, driveway, or parking area, except in the case of emergency breakdown. This rule does not include the changing of flat tires, checking or changing of oil or other maintenance checks. This rule will only apply to vehicles that are dismantled.

    Vehicles of residents and their guests are to be parked in assigned parking spaces only.  

    Prohibited Vehicles
     
    No "Prohibited Vehicle" shall be parked or stored on any of the Common Areas or from any road except while performing services for or on behalf of owners or residents of Spyglass Hill Condominiums II.
     
    For purposes of this section, a "Prohibited Vehicle" is:

    a. Any vehicle longer than 21 feet or higher than 8 feet. 
    b. Any commercial vehicle, i.e., one not designed and used for normal personal/family transportation.
    c. Any vehicle bearing commercial lettering, graphics, or other Commercial insignia, except if such lettering is completely covered with magnetic material (or other type coverings intended for outdoor use). The material shall be the same color as the vehicle. Exceptions: factory-applied logos depicting the name of the vehicle or, dealership, logos of non-profit car clubs, and college and University names and logos. 
    d. Recreational vehicles (RV), including campers, mobile and motor homes, all-terrain vehicles and dune buggies.
    e. Trailer of any type.
    f.  Boats
    g. Derelict vehicles, including unregistered or inoperable motor vehicles or trailers.
     
Tenants
  • chevron_rightDo I need to purchase renter's insurance?
    Yes...your landlord's insurance policy will not cover your losses due to theft or damage. Renters' insurance also covers you if you're sued by someone who claims to have been injured in your rental due to your carelessness.  Renters' insurance typically costs $350 a year for a $50,000 policy that covers loss due to theft or damage caused by other people or natural disasters; if you don't need that much coverage, there are cheaper policies.
  • chevron_rightI am a renter. Do the Rules & Regulations apply to me?
    Yes.  Spyglass Hill Condominiums II, Rules & Regulations apply to all owners and renters on the property, including their guests. Please refer to the Spyglass Hill Rules and Regulations governing documents.
